PRESIDENT SIGNS EMERGENCY DECLARATION FOR NC. FEMA is authorized to provide federal emergency aid to areas in NC affected by Hurricane Dorian. The declaration also allows taxpayers in affected areas to deduct casualty losses from Dorian on their 2018 or 2019 tax returns.
